Place of Assembly: Certificate of Operation, Permit (PA) meaning A place of assembly is an indoor area that hosts 75 or more people at a time, or an outdoor area that hosts 200 or more people at a time. Restaurants or others with so many guests first need a Certificate of Operation from the NYC Department of Buildings, then need to renew it as a permit from the NY Fire Department.
