What is Totter ?

Totter is (noun) 1. to walk unsteadily or to wobble I cannot bear to look at her tottering along in those platform shoes. The old lady manages to totter over to the bakery to get some fresh bread every day. 2. to be in a weak condition and likely to collapse The company is tottering and we wonder how long it will survive. The IMF has proposed ways of improving the country’s tottering economy.
